Digital sovereignty for resource-rich developing nations

For decades, resource-rich developing nations have exported raw value — minerals, crops, energy and, increasingly, data — while the processing, the software, the compute and the profit are captured elsewhere. The same pattern is now repeating in the digital economy: countries generate the data and host the demand, but rent their cloud, their models and their AI from foreign vendors, leaving critical national infrastructure under someone else's control.

The Sovereign AI programme exists to break that pattern. Grounded in the Foundation's own thirteen-part Sovereign Digital Infrastructure Series, it gives governments a precise, vendor-neutral framework for retaining control across four planes — data, compute, operations and governance — rather than accepting the vague “digital sovereignty” claims that procurement decisions worth billions so often turn on.

The programme works with public-sector bodies in exploited, export-dependent economies to assess their exposure, design architectures that are sovereign by construction rather than by marketing, and structure procurement so that control cannot be quietly signed away. Every tool it uses — the four-plane framework, the five-level maturity model and the self-assessment instruments — is published openly under a Creative Commons licence, so no nation has to pay a consultant to learn how not to be dependent on one.
